  1. Melt the butter in a medium saucepan over low heat, then stir in the milk, water, and salt until combined.
  2. In a separate bowl, whisk together the flour and baking powder until evenly blended.
  3. Once the liquid mixture begins to boil, slowly whisk in the dry ingredients until a smooth ball forms.
