- In a skillet over medium heat, brown the meat with onion and sweet peppers for 5–7 minutes. Drain excess fat and transfer to the Crock Pot.
- Layer the diced potatoes at the bottom of the Crock Pot. Spread corn on top.
- Add the browned meat mixture evenly over the corn.
- Mix tomatoes, water or broth, Worcestershire sauce, chili powder, garlic, salt, and pepper in a bowl. Pour over the layered ingredients.
- Cover and cook on high for 4 hours or on low for 6 hours until potatoes are tender.
- In the last 10 minutes, add shredded cheese on top, cover and allow to melt.
