Step-by-Step Instructions
  1. Prepare the Rice Paper: Fill a shallow dish with warm water, dip a rice paper sheet for about 5 seconds until pliable.
  2. Set Up Your Workstation: Lay the softened rice paper sheet flat on a clean surface for filling.
  3. Mix the Filling: Combine cooked rice, shredded cabbage, carrots, cilantro, soy sauce, sesame oil, ginger, garlic, salt, and pepper in a mixing bowl.
  4. Fill the Dumplings: Spoon a generous amount of filling onto the center, about one-third from the bottom.
  5. Fold the Dumplings: Fold the sides over the filling and then fold the bottom up to enclose it.
  6. Roll the Dumplings: Roll the rice paper tightly from bottom to top, ensuring filling is contained.
  7. Repeat the Process: Repeat until all filling is used, covering the finished dumplings with a damp cloth.
  8. Heat the Oil: Heat vegetable oil in a skillet over medium-high until shimmering, around 350°F.
  9. Fry the Dumplings: Fry dumplings in batches for 2-3 minutes on each side until golden brown.
